Dev notes:
I think this issue is serious because there are many pages affected by this.
All of the \[@include_page\] ftl macro pages including home.ftl.
JSP pages (struts) localization has to use unicode instead of UTF-8 characters
in properties file, that is why there is native2ascii configuration in pom.xml.
FTL/Spring Message Resource Manager can read UTF-8 characters from properties
files. search more about native2ascii and struts relation.
