Able to fill Amount field without choosing Fee Type when creating new client.
Repro:
# click on "Clients & Accounts" button
# click on "Create new client" link
# find "Add additional fees" field
# fill "Amount" filed with numbers without choosing Fee Type
# click on "Preview"
Actual result:
User can fill Amout field without choosing Fee Type and after it see
description of created client.
Expected result:
Unable to see description of created client without choosing Fee Type for added
amount. Message appears.
