This *sounds* like it might be related to MIFOS-4500 - see comment section
there for potential fixes. I haven't got a version of IE available to test my
suggestion in this case, but looking at the creation/edit screens for new
users, they don't have a valid DOCTYPE declared above the opening HTML tag
either.
