Update Mifos User Manual with support for ability to disburse/approve loans in
the past

As of Mifos 2.4, it is now possible disburse/approve loans in the past. This
will open up more options for manual data entry by allowing people to create
loans in the past.
You can now select an approval date that is prior to the record creation date.
For the user manual. We will need to update the following sections accordingly:
Creating Loan:
