Currently, there is one permission only for transferring funds from savings to
savings - "Can transfer funds between Savings accounts". According to the
specification and user requests, there should be also another permission "Can
make payment to the account using Savings Account Transfer" which will allow
only to tranfer funds from savings to loan.
To sum up, there should be two permissions:
1. "Can transfer funds between Savings accounts" which allows to transfer funds
between savings.
2. "Can make payment to the account using Savings Account Transfer" which
allows to make loan and fee payments using savings account transfer
Permissions should be located in the admin->Manage Roles and responsibilities->
Role->Loan Management ->Loan transactions.
Moreover, If user doesn't have permission to repay loan, then he also should
not have permission to repay loan using fund transfer from savings account.
