Description: If you turn off center hierarchy in Mifos, you still see the Center showing up in various options in the Admin screen - like when creating fees, additional fields, etc.

REPRO:
1. Configure an instance of Mifos to have the center hierarchy turned off
2. Browse the various parts of the admin page

EXPECTED:
Center will never be an option

ACTUAL:
Center shows up in lots of places
-  'Create new Center' link is displayed in Quick start menu on Home page.
-  Add additional fields
- Fees
- Creating Savings Products
- Define Labels
etc

Just a minor clean up thing, nothing major
