Update the create loan UI so that loan charges are defaulted from loan product charges and can then be deleted or updated. Updateable details are charge_time_enum, charge_calculation_enum and amount.
If no charges object is provided in the POST
it should
(the POST from the reference _javascript_ UI will always have a charges object but the functionality has to work generally), then
default to the charges associated with the loan product
otherwise use the charges object in the POST.

The /loan/template api should include the loan product charges (for use in creating a loan)

It may be necessary to be able to add a charge that is not defined on the loan product when creating a loan. But we won't implement this yet.
It may be necessary to update loan charges that haven't yet become due. Again, we won't do this yet... so no PUT change is needed.
