A charge is made mandatory or optional during charge is attached to the loan product or saving product.
Implementation approach for loan charges.
Add "is_mandatory" non-nullbale with defaul value as 0 ,column to m_loan_charge m_product_loan_charge table, 1=> mandatory, 0=> optional fee.
During create. edit/update of loan make sure that mandatory fees are attached, otherwise through error that some/all of the mandatory fees are not attached.
