My thought:
During approval, show all the disbursal amounts for all tranches as read-only fields - with a text box next to it - with the facility to change the disbursal amount for each tranche.
For multi-tranche loans, show the amount as read-only field - which will be automatically shown as the sum of all tranches. Approved amount to be shown as read-only and will reflect the change if user edits.
