Implementation should be -
> It should not allowed to waive applied/already paid fees - Working as expeced.
> It should allow to waive the fees which was not paid - Working as expected.
> It should not allow to waive the fees due for collection in future dates. - not working as expected. Implementation should be either should not allowed to waive the future dated fees/ proper error message should be displayed if user tries to waive the fees due for collection in future dates.
Inactivate fee:
> Should not allowed to inactivate the fee already due for collection (backdated) - Working as expected.
> Should allowed to inactivate the fee due for collection in future dates - Working as expected.
