To answer your question-you should be able to create a new loan, approve
it and disburse it on the same day. Grameen Koota has a loan product
called "emergency loans" that are disbursed at the center meeting on the
same day they're requested. Seems similar to your requirement.
Have you tried doing this in Mifos? Let me know if this works.

Hope all is well. I wanted to find out in Mifos 1.2.2 how do you change
the loan disbursal date? there is a client who work a bit differently,
in that when the loan officers visit the groups they issue loans there
during the meeting.
For Example we have this group called Developers.
when the loan officer comes, depending on my savings I can ask for a
loan and be given the money there and then and in the system the
disbursal date is a bit different. is it possible to change the
configurations such that when the loan is approved( as it is approved by
loan officers) it can be disbursed???
