Leah, You cannot delete clients and Offices by design. This is to make sure that MFIs, where needed, comply with financial regulations where deleting accounts would not be allowed (ie, even if you made them inactive, you still have the historical transactions associated with those entities).
By making them inactive, you should still be able to continue as if you did delete them.
