Can you try uploading the report and seeing if that uploaded report also has a
permission issue? To Upload a the Collection sheet report, go to the Admin
section, click on "Upload report template". On the upload page, enter a new
report title, pick a category, and then browse to the collection sheet report.
If you are on the machine where Mifos is installed, you should be able to
upload the from the Mifos/report directory. If you are using Windows, it would
be a location like the following:
.. \apache-tomcat-6.0.26\webapps\mifos\report\CollectionSheetReport.rptdesign
Once the report is uploaded, try executing that report on the Reports tab.
