There are a couple potential resources/tools available for data migration.
I'll let others respond with current status/applicability of these tools.
SunGard is in the process of developing a generic data migration toolkit -
i'll let them respond with it's current status.
Conflux Technologies in India built a script-based tool with Access to
migrate from FIMO to Mifos, not sure if any of it might be reusable in your
case.
Per the suggestions of Sam Birney, Miguel and Natu in Mozambique have
successfully used Selenium scripts for data migration on several occasions:
