Every web browser is also generally capable of displaying an .xml file
(but one that is well-formed), so i opened yours in Firefox. Besides
complaining about some characters (you might have a problem with
encoding), the thing that leaps out:
<GLAccount code="16000" name="Other Assets">
<GLAccount code="16100" name="Assets Acquired in Liquidation">
<GLAccount code="16200" name="Assets Hold for Resale">
<GLAccount code="16300" name="Other">
</GLAccount>
</GLAccount>
As you can see, the second and third tags are not closed correctly.
You may have other issues, but you'll have to basically work through
these till you have a good .xml file; then try it on Mifos
