+1 for MIFOS-5394 @bulk import of clients : Should this be build into Mifos, this seems more like a data migration concern.
There are lot's of there things that can be done in bulk but Mifos should not take load of handling those cases, How many times people would like to use this feature, probably once when Mifos is deployed and data is migrated. Have you looked at Data migration toolkit code submitted by Sungard in Mifos repository.
