Thanks for reporting this. I confirmed the same behavior on both your own
instance and our public demo server.
I've added this as a bug in our issues tracker and our developers will look
to resolve it as soon as possible - you can track its status -
https://mifosforge.jira.com/browse/MIFOSX-606
For now as a workaround, when creating a new client, activate them during
the initial process by checking the box for "active" and entering an
activation date.
I've cc'd our users mailing list so the community can be aware of this
issue.
