Subramany, can you ask your user if  any special characters where used in a 
password?
If so,  try resetting password using only alpha/numeric characters.

I had same problem and it was fixed with above.

I did not report, as tomcatlog/others logs did not show any errors.

I am pretty sure that problem started as of 1.23
