I blame Microsoft, having set the precedent way back with confusing versioning like (for example) MS-DOS 6.2 -> 6.21 (6.2.1 in today's nomenclature) -> 6.22 (should be 6.2.2), or Windows 3.1, retroactively called 3.10 once 3.11 became a thing.
