Maybe run a script at 9AM and turn the hotspot on, and allow traffic. Then run a second script at 5PM and turn the hotspot off, and drop traffic.
You could also just do what I did but that will allow people to see the portal (if it's on the MT), create accounts, pay, etc (assuming this is all on the MT or output chain).
