I don't know how to do that in Mikrotik, but if I recall FreeBSD had a
package that could simulate all kinds of network situations - latency,
bandwidth limitations, etc. Ah, here it is: Dummynet -

Looks like it was recently ported to OpenWRT and linux as well.
