There are several ways to do this, but based on what you say below, this
looks like the best/easiest approach.

Hotspot will not work this way.  If you are trying to make the system
100% transparent, you will need to find another way.  If it doesn't have
to be completely transparent, then hotspot will work, but won't need a
bridge.

Assuming that adding a hotspot is acceptable, then this will work so
that the end users don't actually have to log in.  It will be
"transparent" in that respect only.  You will need to configure the
hotspot to use radius and ensure that you have enough HDD space on the
device running the UM to maintain the logs for the accounting records.
Other than those things, this will likely do what you need.
