That mean wrong baud rate.
I use HyperTerm. Try each speed from 300 up until it works.

Is this 9600 8n1 with no flow control?
As soon as you plug in the power I get the 4 green LEDs and the blue
light
comes on. I don't see anything at all. It does power up the xr5. Just
went dumb one nice day while in Vegas.
