I was able to use attr_rewrite in freeradius to modify the NAS port ID
with a unique number, that seems to have fixed my issue.

Is there a way in FreeRadius to add a unique port for each mac address

First, you probably want to use RADIUS accounting messages to track connected
clients rather than Access Requests.
Also, the NAS-Port-Id will always show as the wireless interface's name for
wirelessly connected clients. You'll want to use the RADIUS accounting session
ID for track unique registrations.
