I have built many systems having outdoor and indoor APs closely spaced with the same SSID. Windows has issues lots of times choosing. When I would do testing (drive testing) I would use a particular Ubiquiti PC Card radio known for its roaming abilities. That said, I'll soon be installing an indoor 802.11AC system with 1000+ APs all using the same SSID.
