It is common to have Windows 1252 mislabelled as ISO 8891 since it is a subset
of printable characters. We need the ability to override the charset when
decoding. I considered making this override the default as that we what we do
in our setup with Mime4J, but to prevent breaking changes I think adding a new
option to existing decoding method is preferred.
