There's definitely coordination. The attempts come in one after the other, with no overlap -- if you look in my mail log, you'll see that the delivery attempts are nicely serialized. Machine 1 tries, fails. Then machine 2, then machine 3, etc. If they were completely ignorant of each other, there would be more overlap as several machines attempt simultaneous delivery.
