MINA is a TLP horrrraaaayy!!!!

Congratulations everyone! MINA is now officially a TLP.
The board has approved the resolution to make MINA a Top Level Project 
just yesterday so it's public knowledge now.  Trustin Lee will be the 
first appointed Chair.
