You'll have to build+install an MPI library. I would suggest taking a look
at OpenMPI, but am unsure if it works out of the box with MinGW-w64.
mpi.h is certainly not included with GCC nor MinGW-w64. Perhaps someone who
has had some experience with MPI can help you with getting it set up.
