In a previous message, a couple of weeks ago, I thought the conclusion was probably 'the impact should be rare.'
There have not been security concerns since decades ago; but now it's severe enough that Microsoft have updated their documentation, and it's quite likely that few have been aware of that. Thus 'safe fallback' probably doesn't exist, for now.
