Sure - that's a potentially acceptable argument... - however IMO this still boils down to question of what use case there is for it.
As I think nobody does -lapi-ms-win-core-console - it's mostly a question about which umbrella library provides it in the -l1-1-0 version. If one links with -lmincore or -lonecore or -lwindowsapp, and one of those is supposed to provide it in -l1-1-0, then we might consider making a copy of the def file, e.g. api-ms-win-core-...console_mincore.def and use that for the mincore version of it.
But if we don't have any umbrella library that provides it in that version anywhere, then I don't really see the point in doing anything about it.
