Is it possible it could have something to do with how the script is reading
the mirrors.list file I have been emailing through as I just loaded up the
copy on www.apache.org and noticed the mexican entry is located after the za
entries..

hmn. weird, I can't make it break here. (the closer.cgi code is
pretty gross, but I can't see why it would do anything like that).
