After close inspection of my firewall rules, I was not allowing 873
outbound. When we moved, we cleaned up our firewall. Evidently we did
our job too well! :) It is fixed now.

Connection refused? I can't find anything suspicious in our logs, nor in
our firewall settings for 69.155.205.55 - can you make sure that it's
not a problem on your side? When did you try it the last time? I assume
'telnet rsync.apache.org 873' also throws a 'Connection refused...?
