Aside from me considering Windows' inability to leave the clock at UTC where it belongs, I solved this by simply using NTP in both OSes on my dual-boot box. That way I don't have to muck about with config(8) or even kernel configurations. A nice side-effect is that my clock's always set to the exact time. OpenNTPd makes this trivial on OpenBSD (in combination with rdate on 3.6), and Windows can listen to time servers, too.
