Your comparison of "it works on X" is not really worthwhile as it is
unlikely to solve your problem with OpenBSD.

If your system manipulates the fans through ACPI, OpenBSD will not be
able to manipulate your fans. At least, not until ACPI support is
present in OpenBSD. It is being worked on in -current, though.

It's mainly a matter of support being available or not, not one of
turning knobs. You may want to quiet your system through other means
(e.g. through a large heatsink with a fan that you can physically tune
to a lower speed).
