Solved.

The problem was that the modem interface was deactivated and thus not
reported when attached via USB. I was able to reconfigure the device as
described at
http://www.fli4l.de/fileadmin/doc/deutsch/html/fli4l-3.6.1/node99.html#SECTION001192000000000000000
(the site is in German but the commands are pretty self-explaining) via
a Linux system. Now the device correctly reports as

The only unexpected remaining behavior shows up when booting OpenBSD and
the device is already plugged into a USB port. Then only the detach
happens but no reattach is performed. You can find the corresponding
