It concerns the Soekris net6501-50 (1.0 GHz) and -70 (1.6 GHz)
models. Their Intel Atom E640 and E680 processors support SpeedStep
to change the CPU clock.

Prior to comBIOS revision 1.41b, these machines booted up at the
lowest speed level, 600 MHz.

And until this commit in 5.2-CURRENT,

OpenBSD would mistakenly report the high level for hw.cpuspeed and
hw.setperf=100 after boot, even if the machine ran at 600 MHz.

Explicitly setting hw.setperf=100 already worked fine, but you had
to know. And some other operating systems apparently don't support
changing the CPU speed on the net6501 at all.
