OK - this matches my guess. You must have untarred xbase on the system after installing the OS (perhaps after trying to install smokeping and it failing due to missing X libraries?) and haven't rebooted since then. Please follow the instructions in http://www.openbsd.org/faq/faq4.html#AddFileSet.
