I'd try it with the interface just "up" (no IP address), rebooting may be the simplest way.
If that doesn't help, try changing media options (probably start from 10baseT half-duplex and move up to higher speed and duplex settings). You might be able to tell if this is necessary by looking at 'netstat -id' output for errors.
Also check ppp's logging for anything relevant.
