I think it's not strange:

$ locate run-parts
(no output)
$ pkg_locate run-parts
(no output)
$ ls /etc/cron.daily
ls: /etc/cron.daily: No such file or directory

It's not in base and not in ports, how did run-parts get onto your
system?
