At this point, they are both called install60.fs, but they are in different places in the tree on the OpenBSD mirrors and are different files. You will find the current version of the file in http://ftp.openbsd.org/pub/OpenBSD/snapshots/amd64/ I would suggest giving that a try, if you haven't already. I would also be interested in seeing the URL of the page from which you downloaded the install60.fs that you have.
