Can you upgrade to OpenBSD 6.4 and see whether the problem persists? After OpenBSD 6.3 was released, a patch was backported to the monit port [1] (and subsequently removed because the monit port was upgraded to a new upstream version) which seems to solve the same problem that you are experiencing.
