Hi Ahmad,
Go to your EC2 Dashboard and click launch instance
Click Community AMI's
Search OpenBSD
Select the instance that best suits you and from there it is like setting up
any other AWS AMI

The most recent OpenBSD instance is 6.2, but you can do the normal upgrade
to get it to 6.3
