There have also been proposals that IF we the files are present in the ramdisk, we use them. But then the questions are not in the same order for all install methods. Another proposal was for upgrades if the files exist in the base, we use those. But sometimes new files show up, or old files go away. So again, the order of the questions could vary depending on install or upgrade method. That feels like too much of a surprise, so I have no intention of changing it.
