There's some problem with it, use another mirror from the list at https://www.openbsd.org/anoncvs.html Either use cvs -d anoncvs@newmirror, or if you want to change more permanently you can rewrite the CVS/Root files. (I just use a shell alias for cvs including -d, so I can switch easily).
