I guess it depends on what exactly the traffic is, but software-bridging traffic from a network segment with >4k devices on OpenBSD seems a tad optimistic. Try with dlg's suggestion if you like, but maybe at a time when users of more than 8 thousand devices won't be too upset. Normally one would want to reduce the number of devices in the segment - realistically the broadcast or multicast traffic for address resolution will get a bit much (especially if wifi is involved) - and even ignoring that, it implies the amount of traffic is such that you'd usually want an actual switch (and a reasonably decent one at that).
