The combination of both of those is tricky, rackmount servers are expected to keep at operating temperature with other equipment above+below generating heat too, which normally means some level of active cooling. Akasa Galileo TU3 Plus is a 1u mini-itx chassis with heatpipe and fins which looks like it might be an option, and some of the supported boards are ones which I'd expect OpenBSD to run ok on, but you'd need to be careful with heat sources. You'll probably need a PCIe multi-port NIC with those boards and that will add its own heat too. You'll open up many more options if you allow a quiet fan for rackmount, or allow using a non-rackmount box on a rack shelf.
