I'm not a fan of that terminology, especially since /etc/services actually contains several ports reserved for services that are well above 1024. For instance, see https://en.wikipedia.org/wiki/List_of_TCP_and_UDP_port_numbers (found in 30 seconds on google, which lists ports 2375-2380 as "reserved" among others). IANA seems to define range 0-1023 as "System ports" see https://www.iana.org/assignments/service-names-port-numbers/service-names-port-numbers.xhtml
