Which is already in the file, but for a different reason. To be precise, 'time.cloudflare.com' in cloudflare's nearly 300 POPs is the ticker with lowest latency with the least congestive effects. So time.cloudflare.com is the nearby ticker, and all the other tickers chosen can be anywhere in the world to create "ticker trust" within the our constraint system. We really don't care what other tickers are added to the list.
