Unlikely. If the provider have their own assignment from an RIR it's probably at least a /32. /48 is common for a single user running multiple networks, many providers (even just end-user DSL/FTTP ISPs) give their users a /48 that they can subnet as they wish. -- Please keep replies on the mailing list.
